Visa Strengthens Its Presence in Angola with the Opening of Its First Office in Luanda
The opening of a permanent office in Luanda marks a new phase in Visa’s development in Angola and in the modernisation of the country’s electronic payments ecosystem.
US-based multinational Visa, one of the world’s leading card payment networks, officially opened its first office in Angola on 3 November 2026. Located at Cidade Financeira in Talatona, Luanda, the new premises reflect the company’s intention to strengthen its local presence and deepen cooperation with stakeholders across Angola’s financial sector.
It is important to clarify that this does not mark Visa’s initial entry into the Angolan market. The company has already been active in the country for approximately a decade, mainly through partnerships with local banks. The latest development is the establishment of a permanent physical presence, enabling closer engagement with financial institutions, businesses, fintech companies and regulatory authorities.
An established position in the Angolan market
At the opening ceremony, Minister of State for Economic Coordination José de Lima Massano stated that approximately 82% of internationally branded cards issued in Angola carry the Visa brand.
The partnership between Visa and Empresa Interbancária de Serviços (EMIS), the operator of Angola’s Multicaixa interbank infrastructure, has also helped expand the acceptance of Visa cards across the country. According to figures presented by the authorities, approximately 60,000 commercial establishments, mostly small and medium-sized businesses, now accept these cards.
The number of participating businesses is reported to have increased from 10,000 to 60,000 since January 2026. The announced target is to double this network to 120,000 establishments.
New opportunities for businesses and financial services
Visa’s permanent presence in Angola could support the development of new payment solutions and strengthen cooperation with banks, fintech companies and merchants. It may also create opportunities in financial innovation, transaction digitalisation and the improvement of domestic and international payment services.
For Angolan businesses, particularly small and medium-sized enterprises, wider card acceptance could help simplify transactions, diversify the payment methods available to customers and facilitate certain international commercial operations.
Key priorities will include further expanding the acceptance network, improving interoperability between payment infrastructures and ensuring that solutions remain accessible, reliable and secure.
A signal of confidence in Angola’s market potential
The office opening comes at a time when Angola is seeking to accelerate the modernisation of its financial system and broaden the use of electronic payment methods. It demonstrates the interest of a major international player in the potential of the Angolan market and the development opportunities offered by its digital ecosystem.
Beyond the establishment of an international company’s local office, this development raises an important question: how can the expansion of payment infrastructure be translated into tangible benefits for businesses, consumers and economic activity?
Visa’s strengthened presence could contribute to this process, provided that local partnerships, innovation and service expansion result in broader and more accessible use of electronic payments throughout the country.
