Angola and Indonesia Explore Cooperation to Revitalise the Palm Oil Value Chain

Angola and Indonesia are exploring cooperation opportunities aimed at rehabilitating former palm oil plantations in Angola and developing an integrated production and industrial processing value chain.

Economic cooperation between Angola and Indonesia could gain a new dimension in the agro-industrial sector. On 3 November 2026, Angola's Ambassador to Indonesia, Florêncio de Almeida, met with representatives of agro-industrial group Sinarmas Agri to discuss potential cooperation in the palm oil value chain. Angolan media reported on the discussions on 4 November.

The talks focused in particular on the potential rehabilitation and revitalisation of former palm oil plantations in Angola, as well as the development of palm oil production and industrial processing.

Indonesian expertise as a basis for cooperation

Indonesia has significant experience in palm oil production and processing. This expertise could be valuable to Angola as it seeks to strengthen its agricultural capacity and expand the local processing of agricultural products.

The discussions therefore included the possibility of technical assistance, knowledge exchange between specialists and capacity-building for local producers and industry stakeholders.

The approach under consideration would not be limited to restoring existing plantations. It could also include the development of new agricultural projects and the establishment of an integrated value chain, from primary production to industrial processing and the marketing of derivative products.

Opportunities for businesses and investors

A structured palm oil value chain could involve several categories of economic stakeholders, including agricultural companies, equipment suppliers, irrigation specialists, industrial processors, logistics providers and distributors.

For international investors, potential areas of cooperation could include agricultural project financing, technology transfer, technical training and partnerships with Angolan companies.

The role of the private sector was also highlighted during the discussions as essential to identifying opportunities, facilitating specialised knowledge transfer and establishing commercial partnerships.

It is important, however, to clarify that the reported discussions remain at an exploratory and assessment stage. No definitive investment agreement or financial commitment has been announced to date.

A potential contribution to economic diversification

Developing this value chain could contribute to the diversification of Angola's economy, increased economic activity in agricultural areas and stronger domestic industrial processing capacity.

Delivering on this potential will depend, among other factors, on the agronomic feasibility of projects, infrastructure availability, financing conditions, market access and compliance with environmental and social requirements.

The growing engagement between Angola and Indonesia illustrates the potential of international partnerships based on skills transfer, productive investment and local value creation.
